Overnight Parking District


The Department of Transportation implements and enforces Overnight Parking Districts created to prohibit the parking of all vehicles between 2:00 a.m. and 6:00 a.m. to deter public nuisance crimes associated with people in parked vehicles late at night. If one of these Overnight Parking Districts is in or near a residential area with inadequate off-street parking, the City Council may also authorize the sale of permits to the residents that will exempt the residents and their guests from the overnight parking restrictions.

Overnight Parking Permits only exempt the vehicle displaying the permit from the parking restrictions on the Overnight Parking District signs. Permittees must still obey all other parking restrictions (such as red curb zones or street cleaning restrictions).

For Overnight Parking Districts, vehicles with disabled license plates or disabled placards issued by the DMV are not exempt from parking restrictions and need to purchase permits for their vehicles, as well as their guests and caretakers. Caretakers will be issued Visitor permits since their car is not registered to the address in the Overnight Parking District.

   
Persons with disabilities may designate in writing for someone to appear on their behalf to open accounts and to purchase permits, provided the following conditions are met, in addition to the standard requirements to establish proofs of residency and ownership of vehicles:

 
   
  • Written designation must specify the resident’s name, address, phone number, Overnight Parking District Number, and the name and driver’s license of designee.
  • Written designation must specify that the designee is necessary because the applicant is disabled; however, nature of disability is not required.
  • Written designation must be signed by the resident.
  • Copy of DMV issued Disabled Person Placard or DMV issued vehicle registration for the disabled person's license plate must be provided, along with written designation letter.
 
     


   
The following vehicles shall also be exempt from parking restrictions established:

 
   
  • A vehicle identified as owned by or operated under contract to a utility, whether privately, municipally or publicly owned, when used in the construction, operation, removal, or repair of utility property or facilities or engaged in authorized work in the designated Overnight Parking District.
  • A vehicle identified as owned by or operated under contract to a governmental agency, when used in the course of official governmental business.

Purchase of your first Resident Parking Permit MUST be done in person at a PVB Public Service Center. Afterwards you will receive annual renewal notices and be able to renew your permit through the mail.

Applicants for Overnight Parking Permits are required to clear all unpaid parking citations prior to the issuance or renewal of a Resident, Visitor or Guest Permit.
