Most of the LADOT-managed parking lots and structures are located in traditional retail areas. They are meant to help ensure the viability and economic health of business districts.

Almost 28 percent of the LADOT’s lots are free-of-charge, 50 percent are metered and 22 percent are operated under various contracts. Where on-street rates are charged, they are established by ordinance and are typically set at, or just below, the prices charged at nearby privately-owned, public parking lots. The Board of Transportation Commissioners approves off-street rates.

Revenues from parking meters finance the development of these parking areas. LADOT coordinates with Council and other City offices to identify business districts with parking shortages and potential off-street parking development opportunities.

The City has begun replacing outdated, single-space meters with new Park & Pay Stations. The new stations will improve parking convenience, predictability and reliability. In addition to coins, the new stations allow drivers to pay their parking costs with credit cards and even cell phones. The City has built few facilities devoted exclusively for public parking in recent years, due to the high cost of real estate acquisition. Some projects are financed in part or in whole through the sale of bonds, or may be operated on land leased from other entities.
