Traffic Management
A Neighborhood Traffic Management
(NTM) plan is used to reduce speeding and excessive commuter
traffic on local and residential streets as well as improve
the quality of life. Plans are developed based on traffic
pattern evaluation, community input and City-approved professional
recommendations.

Some
measures used in the NTM plan include:

- Street striping modifications (Changeable lane directions)
- Traffic signal timing modifications
- Strategically placed turn restriction signs
- Stop sign patterns
- One-way street conversions
- Speed hump additions
- Construction of chokers
- Traffic circles
- Raised medians
- Landscaping and other streetscape features

Evaluations of traffic problems are based
on field observations and traffic data. If the problems are
confirmed and can be mitigated, LADOT prepares the plan with
direct community input and identifies the benefits and impacts
of the proposed correction measures.

The
plan can be implemented only if there are funding sources,
substantial community support and City processes are followed.
The Los Angeles Department of Transportation generally
is the lead agency in implementing the plan. Other City
agencies such as the Bureau of Street Services may also
be involved, for example, when street modifications and
landscaping are proposed.
NTM plans utilize a variety of funding sources. City-budgeted
programs cover some low-cost improvements like signs and
pavement markings. New land development projects fund
improvements in adjacent areas. The community or other
sources may finance more costly measures such as traffic
circles and chokers. |
The community may request a Neighborhood
Traffic Management plan when other measures are either unfeasible
or ineffective.
To request a NTM plan, a letter from a neighborhood group
or a petition signed by residents of at least 10 different
households should be sent to the appropriate Los Angeles Department
of Transportation District
Office. The letter or petition should include a detailed
description of the traffic patterns, causes and complaints.
